Could definitely be your wastegate. If you aren't making any boost at all under load then you must have a pretty big leak somewhere or your turbo is lame
I would suggest making a leak tester or buying...

Check for leaks...probably your issue. Also, if you're just revving your car from idle you probably wont see any boost on the gauge.
