It's a requirement, yes.
They're a bright red rear light that you turn on when it's foggy.
(Mustang has an aftermarket fog)

I've never, ever had ABS do that. Sounds like it's faulty, but as you say, there should be a code.....
ABS usually fails off. That is, if it detects a fault it disables itself and gives you normal bra...
