Well you can take power off of the antenna, or the cig ligher...or just get a really long piece of wire and go from the the battery to the pump, may be ghetto but all your doing is testing.

The pump is on when you are cranking that doesn't mean it stays on when you let off the key, its a separate system.. And with an 1/8th of a tank the pump is not "submerged in fuel".

Do what I said....Fill the car up with gas...if that doesn't fix it then wire the walbro to constant 12v, if that doesn't fix it do what Smaay said.
