yeah, and even at a parts store if u buy a pack of fuses it will come with a fuse tester, or just use a test light, those will tell u if u are getting power to both sides of the fuses

it sounds like something is binding up, is the noise comming from inside the car or outside? if its comming from the inside try lubricating the steering shaft u-joints, and sleeves if that doesnt help...
