Can someone explain to me why it is harder/impractical to setup a twin turbo arrangement in a V engine versus an I engine?

You can. Just have him cut it into half, pull some parts out, ship it over as a "kit", reassemble it, then never take it out for a drive to avoid getting fined. So technically you can "own" this car...
