I'm not sure if this is a Probe or MX6 turbo intercooler. It was removed from a Mazda 323 Turbo.

Most likely, it is the IC heat soaking.
The charged air is too hot and the ECU responds to that by retard timing and won't let the car boost past 7 psi by controlling the T-VSV.

The easiest way to tell is to check where the oil filter is.

Detonation, power output, oil starving are the most concerns.
If you have ways to control them, you can boost as much as you want.
