Can I have a witness that 215/40-17 wheels/tires (or larger) will work on a 94/1.8/liftback with 1" drop (or lower).

Good news it's not shaking, no warped rotors of messed up calipers.
If it's just a noise, check your pad thickness. On most pads, the clip that holds them in scrapes the rotor when they're worn down....
