The 3sgte swap is probably not smog legal either. I would seriously doubt if the HKS or Greddy systems would be legal (to the letter of the law).

Yeah, not a bad idea but I put the most emphasis on the filter. If its clean and working well, then the throttle body shouldn't be that dirty.
