Spray something combustible into the intake plenum and see if it catches for a minute. Check the fuel rails for pressure to rule out delivery.

I had a lot of trouble with these as well. Mine were basically fused to the metal plate. I ended up hammering a putty knife between the clip and the plate to break them free a bit, then used a prybar ...
