To get the shoes to grab would involve ratcheting the tension spring adjuster out, in other words, looser rather than tighter. At that point, you work the handle a few times to get it to self-adjust.

If you're talking about the e-brake, the shoes start out very thin. Maximum 2.0 mm, in fact, and they're good to 1.0 mm.

I'll also chime in with the bulb suggestion. Keep in mind the bulbs have two elements, so while they may light up under one condition, they don't under another.

And if you are replacing things: strut mounts, spring seat isolators, anti-sway bar end links, boots and bumpstops are all pretty much mandatory. Optional, but cheap, are the anti-sway bar bushings.
