Sealing it will be temporary..rust has attacked it and the only way is to remove all the rust and weld a metal plate in place, and repaint / seal the plate

I've seen a test using lucas oil stabilizer...it was shown to create foaming=air bubbles, something that supposely not good. It robs HP and fuel mileage being so thick too.
