No you can't use a 7th gen flange, you may be able to use an ST205 flange if you have super strut but I'm not 100% sure.
Like I said Toyota sells them for around $150 and then there is an aftermarket ...

Thats just the flange on the ebay links although this is what usually gets damaged, the hub can get damaged too, worst part about celicas imo.
Those links are are both for 7th gens, have a hunt around...
