Are you trying to remove the crank pulley or the crank timing belt sprocket? For the pulley you need a puller. For the sproket my manual says to pry against the oil pump housing with two screwdivers.

That is the strut tower bar and it stiffens the front suspension. If you don't like it I will take it. And about painting stuff pretty much everything is ok just don't paint where some things bolt up ...

The outlet should be 1 7/8 inch. Any decent muffler shop can weld it up. I had one do that for me.
