You'd probably have better luck with a 'stand alone' ECU like from AEM, or Pro EFI or something. I don't know who makes for the 6th gen Celica though.

Yea, they added a pump to boost coolant flow through the heater core for better heat at idle. You should be able to snag one from the junk yard and install in the supply line to the heater core to pus...
