The EGR is bolted between the air intake (right after the throttle body) and the cylinder head. Headers shouldn't change it functionnality.

neon r/t aren't fast......in my head, they are as fast as standard neons....
Some old neons with minor mods are quite fast though......some run 15,3 on the 1/4 around here....

if the steering wheel shakes...check your tie-rod ends (most) or tab bushings (less) or ball joint...
