It all came with the new distributor... the problem was the old spark plug wire boot fasteners (clip like things that hold the boot down to the dizzy cap) wasn't agreeing with the new cap and therefor...

So the leaking was internal with my Dizzy. So I went ahead and bought and replaced it with a new one from E-Bay.
The Good News: > My Idle RPMs went down from always being at 1100RPM to around 800RPM....
