I don't think anyone does it anymore. there was a post a couple weeks ago showing different options for taillight enhancement, do a search for it.
If you're talking about a vinyl sticker-like overlay, I could do it. I work for a sign company so I use vinyl all the time. I'd just have to know what exactly you wanted.
