i was noticing that the guy stood to the side of the car the entire time, so the lady didnt have a chance to run him over. Also, it all happened really fast, i bet she had no idea what to do or what was going until much later.

that is hellaroius, i would get out and wamp that guy if it was my car, self defence all the way.
If anybody even think of doing anyhting to my car, he would learn pain on a much different level. I would so open a can of whoop ass on him if i was there, even if its not my car. Respecting other people's property is essential.
And for anybody that may say i am full of b-siht; i am a 200+ guy and I spent like 9 years on full contact martial arts. I am a black belt holder and i used to be a martial arts instructor.
Plus I always carry some sort of metal bar in the car - just in case.
