Engine Replacement and Rebuilding Guidelines

Thank god for rednecks on the east coast. My last inspection I pulled in at 5 till close and left my car running infront of the door. I said "sir can I please get an inspection before you close". He takes a peak outside the door and said son your half way there. Then he just wrote me a sticker, I paid the man(normal price btw) and I was on my way.
