it CAN be repaired.
Drill lots of small holes around the crack area, and use Fiberglass on the internal side of the bumper, let the FG dry a bit, and add some more fiber glass from the top of the crack.
About the dent that you have in the middle, use heat gun, around this area, and with the help of a little push, you will get yuor bumper into the place.

It wount hold up for long, cuz FG wount stick to the plastic/urethane, thats why you need to drill small holes, that FG could stick.. And if you cover some fg from inside nad outside, it will stick to eatch other by the holes.
And yes, you can add some thin metal plate to even make thisw place stronger.
I fixed my buper like this already 3 times, and it really hold up good, until you hit somthing again (in my case - bicicle... >
