Ok I've noticed that pretty much everyone here that has done the 3sgte swap or is in the process of doing this swap has a FMIC. I want to know is that the best way to go? or is it that the 3sgte top mount IC won't let the hood shut?

in my opinion
the water to air intercooler with the gt4 hood is the best for that engine.
but if you do not have the hood
or wish to spend extra for an intercooler. you have to do custom.

Your hood should shut, (correct me if I'm wrong), but you wont get any cooling, hardly any air will get to it without a vent of some sort.
You can use the fmic off of a mk3 supra, it fits, you may have to cut your bumper a bit, but it's a good size.
I would personally go with the fmic, because it would be more efficient than the top mount, and possibly less expensive.
You can find a supra intercooler pretty cheap, and you could probably do the custom pipes yourself.

How much would it cost to get a some custom vents on my hood to get the air i need? Or would going with the gt4 hood and bumper be the best way to go? ToySport told me they can get me them both for me for $1600, is that a good price? It includes everything, grills, turn signal lenses, etc...

if you get a 2nd gen 3sgte, you have to have a hood scoop like the st185 hood for the top mount to work properly. it needs air.
the water/air intercooler on a 3rd gen 3sgte does not need the gt4 hood. it uses water to cool the air. without the gt4 hood, it will heatsoak faster than with it, but it will still work fine.
