His feed back is low. If this is for real, I think it would actually be worth it. But 96.7 feedback is bad.

If you actually look at his feedback he has only one negative - which is reasonable. He has had consistent eBay activity for the past few months, and I wouldn't hesitate to buy from him judging by the constant flow of activity and feedback in recent months.
