ball joints connect the control arms to the steering knuckle, this does not cause the wheel to wobble..
Oh yes they can.

They secure the knuckle/carrier to the A arm.
Through this the wheel is secured.
If there is play in the joint, the wheel will wobble.....
It can either have up and down OR side to side, or both.
There are 4 things holding the axle carrier/knuckle to the car.
The CV shaft via the nut [the wheel/hub is held to the carrier through the wheel bearing].
The outer tie rod joint.
The 2 bolts holding it to the strut.
The lower ball joint.
The cv shaft and 2 bolts will almost never be a problem. If they are, it is usually because one is loose, not broke.
ANY ONE of the other 3, if it is worn WILL allow play.
