so i have a 1996 celica hatchback. its stock exterior,(except for timts) whats the biggest rim size i can get wiht still being able to drop the car 1 inch, can i go to 18 or will i have to go wiht 17?

Yes, you can fit 18" wheels on a dropped Celi, depending on width, offset, and tire size of course. If you search, you'll find detailed information on those three topics.
