i got that plastic piece if you want one (pretty sure its in tact)
but that bolt does hold down the cover i'm pretty sure...just get an extractor bit set and remove it...
It looks like that bolt only holds down that plastic piece.
Which happens to be part of the engine wiring harness.
It would be good if you remove the bolt, but it's not the end of the world if you don't.

That bolt holds nothing down. (valve cover related that is)

87 4runner DLX 22re, 5spd, 4.30gr, 4" lift, 30" tires, HID w/ Projectors, 6spkr + sub, custom exhaust, 94 celica leather seats, SR5 gauge cluster and clinometer. Future engine swap... possibly a 2jzge.
Actually that bolt DOES help hold down the valve cover.
Checked a Celica at work today.
I don't have that plastic piece either, it just holds that big alternator wire in place. I left the bolt in there just in case I find a plastic piece and want to put it back but I don't believe it does much, it'll be fine if you leave it off for a while
