looks like.. its some kind of well.. or something? that had a lot of pressure.. which caused the top to blow off.. and basically land in front of that truck causing it to crash.. and then water gushed out of it?

It looks like its a storm drain access, I guess if there is too much water going down it for it to cope, then the water has to go somewhere.

I have no idea, it is a complete mystery, its wierd the way it comes and goes........maybe 10,000 people Simultaneously flushed the toilet and its a sewer 
the car that passesat about 57 secconds looks like it may be a celica....That would have scared the bajeebus outta me
