I am getting 0.?? something at idle on my tps and only 3.9 at full... I thought they were supposed to be 0 - 5 volts?? any answers as to why I would get this, time to be replaced??

well the car idles wierd, and is hard on gas, and spitters and sputters / bogs some times when just doing a constant speed or when you rev it then shift gears!! lol.. but not sure if it is all related to the tps or not!!
