Ur right they were organizing. A road was shut down for a briefcase relay where people dress business-like waist up and running gear waist down and relay. So they were just organizing how they were going to handle everything.

Granted I was suprised they didnt rush over and give me 4 jaywalking tickets :-)

They were all pretty nice though. Im sure they hate patrolling events
