if i bought one from jarco and put it on my car by its self no sides or rear bumper would the gt4 bumper sit lower than my stock one

the gt4 front bumper doesn't sit lower (or higher) than the stock bumper. they are the same height.

not without modding either the bumper or the hood. on the gt4 the center part is higher(if that makes any sense)

The bumper will fit, you'll just have a large gap between the bumper and the hood. The GT4 hood goes up about an inch in the middle. It's hard to explain, just search and look at some GT4 pictures versus non GT4 front ends.

here's the problem, notice the two silver bolts in the middle? the gt4 bumper sits higher in the middle than your stock bumper.
