not really... in canada its called an e-brake or emergency break. All driving schools here teach you how to use it properly. Its pretty much there for you to safely stop the car if your brakes give out for what ever reason..your pads are shot, bad brake lines, etc. Its also there for if you do park your car it wont roll away. But if you know how to do it, you can use it to stop your car...but yea...changing e-brake pads sucks.

you aren't taught how to use it though. I'm very proficient in using it

ask some of the guys from the VA meet, I can spin a celica in a full 360* and maintain a good slide with use of it.
always use it when parked EXCEPT after
a) coming off the track
b) any severe hard braking
why? because when you track/get into the brakes A LOT and hard and you leave the car there with the braking break you will cause cracking of rotors/degradation of the pads.
