Trying to diagnose my problem and I can't seem to figure it out. My car won't reach its operating temperature unless I got it opened up on the highway. As soon as I slow down the temperature drops. Any suggestions?

start with the thermostat, replace it.

that was my first thought, that it was a failsafe and it was stuck open. But i changed it and still the same problem.

Real Cold weather in combination with you using the heater core at maximum temp and highest fan speed?
JDM Powerplant installed, BPU coming very soon!

eh, i can blast the heat in my 7afe when the outside temp is 20F and im traveling at 30mph and not get a dip on the temp gauge.

does your heater provide good heat? if not, there's the possibility of having air in the cooling system, it takes a bit of time to warm up completely if you're trying to bleed it in these cold temperatures.. otherwise maybe it's just a bad thermistor water sensor...

try replacing the temp sensor for the gauge.

If it was the temp sensor, the car would still heat up and blow heat.

Gonna go with its cold as **** out. Mine is the same way, its cold as hell and wind breeze at driving speed doesn't help either. My temp gauge sits just below 1/3 line.
Only thing you can really do is change your oil to something suitable for winter temps. A stock motor will never see the temps in the winter that it sees in the summer. Your radiator is going to cool your motor alot more with 10*F then it would in 90*F.

Radiator flush and new coolant, there just may be a clog. If that doesn't work, I'd try the air temp sensor, it's about 20 bucks and an inexpensive process of elimination. Also make sure you didn't get a faulty thermostat, they're cheap little buggers and it's possible you inadvertently got the wrong one or a faulty one.
