i'm pretty sure there is a drain bolt on the back of the power steering reservoir. and as you loosen it, the fluid will come out. once its loose just turn your wheels all the way to the right, and all the way to the left.
that should do the trick!
i've never drained my system, but when i was trying to move the p/s reservoir i undid this 'drain' bolt and fluid started coming out. so i'm guessing that is it

unhook the return line, put it in a bucket, pull the efi/htr fuse and crank the engine a couple times. put in new fluid, empty the bucket, crank a few times. do this till it runs clear. now put the return line back on and then fill the reservoir. start the car and turn the wheels back and forth, then top the fluid. take it for a drive with lots of turns, top the fluid if needed.
