i got a 97 gt celica and im planning to put on an exhaust headers but a friend mine says i might fail an emissions test if i do this. anyone know anything about this?

you most likely will, since the stock internals are made to fit emissions test. However, it also depends on the state youre in. maybe you should check CT emission regulations before you do anything, especially since there are some things you can do to get around it..
i forgot which state it was in, but in that state, you only need to smog if you drive over a certain limit a year, in which they just switched the odometer and bam, they didnt need to smog. shh =)

Gas cap leakage
An onboard diagnostics exam for vehicles 1996 or newer
An acceleration exam for vehicles 1995 or older
An idling test for some vehicles

Yes as long as they don't leak and you install an aftermarket Cat in replacement of the stock primary cat and route your o2 sensor(s) in the same spot relative to the cat as was the stock setup.
You may have a visual test you might fail tho - depends on the local laws.
