Heated mirrors were on UK cars not JDM, they got the folding ones instead. The heated ones are linked to the rear screen demister/defogger.

I like the idea of vibrating mirrors but I'm sure it is just the heated mirrors feature. It probably isn't for Celica - the same mirror controls are used across various toyota models. For UK Celica, the heated mirrors work at the same time as the rear defogger. But there really is no reason why they couldn't be rewired to work off their own button and I'm sure that is what you are looking at there (for another model). The light is just to remind you that the heater circuit is still on.
