that is the tom's option lip (they need to put this in the parts database as this Q is asked all the time lately)
it was only available in japan. i have one though that was brought over from hongkong. i just helped a friend get one off ebay as well. they aren't impossible to get just hard to find.

i guess it is its the "tom's" lip...oem part i suppose
