I just bought my celica not too long ago and my power antenna dosent retract fully. Has anybody else had this problem, and how much does it cost to fix/replace it? Thanks!

its probably bent a little, mine doenst go all the way down and i think its just cuz theres a slight bend, thats all it takes.

Mine was the same way and I removed the entire power antenna and replaced it with a cheap-o ebay eurostyles antenna. I'm gonna put a different mast on it so it doesn't look so bulky though.
disconnect the motor and get an s2k antenna. check my profile for pics and the installs section of this site for instructions.
the aerial problem is common on older/high milage gen 6s. Its down to plastic gear cog in the motor unit wearing out.
Trouble is you can't buy this seperate from Toyota who will charge a lot for the whole aerial motor unit.
If you want to keep it looking stock, it's possible to fit the power aerials from other Toyota vehicles you might see in the scrapyard. They used the same unit on lots of cars for a while, but obviously the newer you can find the better.
