I'm checking into winter tires for my 96 gt and I've seen a couple adds posted for winter tires that are 14" rims sizes and the adds say that they'll fit celicas. My question is this...If I go to a lower rim size, will that ultimately "drop" my car? What do you guys normally do for winter tire sizes?

Celica STs came with 14in rims and it does lower it when compared to 15s, but not by a big difference. I'm still on my teins and switched over to my stock 14s and I still have about 3-5 inches before even considered slammed. All in all it's still a go I'd say.
Also keep in mind that recently I went searching for my winter tires and they said that our tire sizes for the 14in (185 70/R14) are starting to be discontinued. The last model of blizzaks to fit our rims may be the WS-60.

14's won't fit on GT's I think they won't clear the calipers but I was planning on buying some 14' w/winter tires from a guy on this forum but he said they wouldn't clear his GT "but" they fit his ST.

NO they will not fit on GTs. Just like 15's not being able to fit on 7th gen GTS. You'll be fine with 15s but with a slimmer wheel. The smaller the width of the tires the easier it is to scoot through snow. Look at them civics hahaha
