if the fuel issue has been fixed, then the valves in the 1st cylinder could be ceased. if that's the case, then it should still be repairable without a rebuild.

If the cylinder is seized will that stop it from getting fuel because last i heard he replaced the injector and it still wasnt getting fuel.
they should do a compression check to see if it is holding compression. Did they change the spark plugs? check the cap/dizzy/rotor?

it could be a bad injector, check resistance and compare to the other 3. verify the diagnosis made by the shop as well and check everything yourself. could be something as simple as a bad injector seal or a bad injector.
