Previous owner wired it up to a switch, so when needed its always on... I'd like to fix this before the summer! I'm pretty sure its an easy fix, but I'm new to the car and have yet to dig in... where should I start looking/testing to get this issue patched up?
Fan doesn't pop on - 6G Celicas Forums
there's a few things to test
1. Coolant temp sensor
2. Fuse
3. Cooling fan relay.

I'll be giving the car a hefty once over tomorrow... drove it about 50 miles back home today and the temp didn't creep up much at all. It seems it would be the relay or the fuse (though I believe the fuse was already checked) as the coolant temp in the car does display correctly.
there are more than one coolant temp sensor. the one for the fans is right by your thermostat.
