The black things are headlight washers, they shoot washer fluid on the lamps, i think it was a uk/europe thing.

they will only work when your lights are on 
lots of people think they don't work (like me) until you find out that you need to have the lights on when operating them lol

there is a part number for those, but it won't help you much since they're very hard to find.. i sold a set here a while ago
