Here in new york you have to let the DMV know or else it results in a (hefty I'm told) ticket. Something along the lines of "improper color". You could be charged with grand theft if they feel like it, however I've never actually seen a ticket for that. (Only heard stories)
I know this because I went to go see a tiburon once (piece of junk it was) that had been painted three times over the original red - once silver, once black and then midnight blue with a metallic fleck and the kid showed me the tickets he had recieved. They may charge you because they have to send you a new title - I believe the fee for that here is $75, but I'm not sure.
Also, blue looks good as your neon color - I have red on mine, but they are very hard to hide - I'll have some pictures up hopefully after work today on how to properly hide your neons/wiring. You can do anything you want with a black car, same with white. If you really can't decide, get a multi color kit like streetglow's here:

Oh, and one last thing - those are LEDs, so obviously they are not true neons - I've never seen a streetglow LED kit before, but I'll tell you what, I had amber neons on my old sunfire and they were LED, and the glow that neon tubes produce is VERY hard to reproduce. So just keep that in mind whichever route you take.
