unless you live in cali, nothing special. I would talk to _jim_, supershannon77, lewfx, or presure2 they would gladly give you all the input you need!
ok so one of two things.... a the shop are a bunch of jerks and go by the numbers... its going to fail immediately... any change to the intake is considered illegal if its not DOT approved... otherwise the shop is not going to do the sight inspection and just go by the computer run...

on an OBD2 car... as long as the car does not throw any codes for 500 miles prior to the inspection... it will pass emissions... OBD2 emissions test is based off of the OBD2 port and no "sniffer" test is involved

Breaking Axles...
do your setup the same way that i am. Use the 470 injectors from an RX7 and the AEM FIC to control them. Use the 3S-GTE manifold and turbo, Ebay downpipe, have an exhaust shop fab up a 2.5' pipe to go from the downpipe to the rest of the exhaust. it take me 1 hours to take off the turbo system and go back to stock for SMOG. and i live in CA with the strictist emissions

So far as I know for WA emissions, as long as your setup is correct in such a way that it doesn't throw any codes, you should be good to go. Coomer, the guy who started this site, is from Yakima and had a completely swapped '94 w/no problems that I know of. Although I don't know what WA emissions laws are for people in rural areas - here in OR half the rural areas are outside of smog boundaries so they don't even have to GO to DEQ much less have to worry about that kind of stuff.

There is a world of difference tho between tuning a car to run under boost and swapping to another similar sized NA motor. If the laws are anything like they are here it's highly possible Chris's car would pass but a 5S-FTE def requires a "friendly" inspection
Just to clarify - sorry
