its not THAT bad, but it is not that great either. its right on par with the honda 1.6 econo offerings of the time, the mid 80's to early 90's. it became dated quickly into the 90's which is why the 7afe was introduced with more tq over a wide rpm range. 4afe has 105hp and 105tq, peak hp at 5800 and peak tq at 4400 vs the 7afe 110hp at 5800 and peak 115tq at 2800. the 4afe is less peppy in traffic but returns great highway mpg.
the 4afe when it was introduced in 1987 was one of the few 1.6L engines on the market to make more than 100hp in an economy car, its based off the even older 4a-f which was carbed and was based off the 4a which dates to around 1980.
