i have a 97 celica gt and my ecu is gone so i was wondering would i be able to use a 99 ecu. My cluster also got messed up i have a manual celi so does it matter if i get an automatic cluster.
Yeah you can use a 99 ECU, so long as it is a manual ECU. And I believe you can use an auto cluster, but the automatic clusters have a gear select section where the manuals don't. I believe they'll work fine either way.

Mine doesn't, unless that's a '99 thing?

Maybe it is just the ST202 gauges. Those are the only automatic clusters I've seen, but a quick google search didn't provide any GT or ST auto clusters, so I assume they're the same and retract that aspect of my statement.

Not in the USDM ones. Some pics in the interior/electrical section has pictures of a cluster that has a gear-select section in the third section, the one with the the fuel/temp gauges. I can't find it atm.

Are you using the correct ECU? For instance, there's a diff ECU for the 5S and the 7A, are you using the correct one?
