but after say about, 2500rpm, it will become a restriction and rob power from the engine

Well, you could just go buy the rule of not buying whacko parts from Ebay that claim to add horsepower.
i never planned on buying it...the origional post was...i wonder if this pos really works...but oh well....they cn change the title if they want to...it's all good...and yes a sticky to all the pos parts on ebay that don't work is a really good idea!
if you honestly think things like this would work, why wouldnt car makers spend 99 cents on a computer fan and put it in your intake?
