its the factory anti lag system installed on WRC motors.

How easy and feasible it is to get this working?
very doable, but before you dig any further about getting the anti lag system working, ask yourself, how often can you afford to replace the turbo ? how many times in a year ?
is relatively easy to activate the system but the consequences are not easy to live with for a daily driven car, a modification like this would dramatically shorten the life of the turbo and catalytic converter if still in place, fuel consumption will be also highly affected.

wasnt there a member on here that got the anti-lag and intercooler sprayer working correctly? i could have sworn i read it somewhere
