So as I've been doing research on importing a 6th gen gt4 I finally ran into a good company down in Virgina. I asked him what would need to be done in order to import and make a celica gt4 legal in the states.

These links should give you a good foundation regarding importation of a vehicle into the USA. For EPA it falls under modification and test and is much less expensive 1995 and below production date.
DOT unless you have a letter regarding RHD crashing the same as LHD in FMVSS 208, DOT is requiring crash testing so you would need 2 cars and 50k to make this work.
