Curious as to if i can use a harness from and obd1 harness for my car that is obd2 when i swap so the car is not down as long, so are they the same from a 94 to a 96?

I don't think so. IIRC, the OBDII harness has a cam/crank angle sensors while the OBDI harness just has the cam position sensor integrated into the distributor. Without the crank angle sensor, you will throw a CEL. There might be other differences, but I definitely know that.

the harness is going to be used for a 3s swap, so im not sure if the CAS will matter or not

if your doing a 3rd gen swap, it dont matter, you dont use the 5s harness at all. (at least i dont when i do them..cant speak for anyone else.)
