^ it's a Toyota optional lip for the 94-95 cars. Cheela posted the link for a scan of the brochure it's in. Actually there's a better post of it somewhere ... we need a seach engine built into this Forum ...

It's more of a chin than a lip. 
I had it, but it's way too low. I scraped it alot even on stock suspension..
