What is the front splitters called??? i guess oem... i want.

Where can i get them?

I would love the sideskirts as well, but they are europe optional thing i think.

Will they fit 96+ bumper?

Those are Euro front splitters, and they fit a facelift bumper beautifully.

i live in Europe, every GT i've seen does not have them.

Probably, if you use a rubber compatible primer and a paint with flex agents. You only need a can of both so it'd still be cheaper.
